This paper examined the present conditions, problems and developmental directions of the democratic civic education in the kindergarten and the elementary school. To the end, I considered the aims and contents of the democratic civic education which the 7th national curriculum in the elementary school had presented. Especially, I focused on the subject activities including the social studies curriculum and moral curriculum and extra-curriculum activities including self governance activity, life guidance, experience activity, discretional activity etc.
 I suggested some practical ways to improve the present democratic civic education in the kindergarten and the elementary school. First, we should try to connect the subject activity, special activity and life guidance systematically.
 Also we need to manage the moral subject very well because it is core subject for the democratic civic education. Secondly, teachers should offer students discussion learning based on life experience and practice learning based on learner self-directive participation. Thirdly, we should make the class and the school a democratic and just community which students could practice democratic value
