초록
This study suggests a developmental proposal for a new children-youths policy upon the integration of policies for those children under the age of 18 (children), and those from 9 to 24 years of age (youth). The children-youths policy based on the “1985 structure” must be further explored and developed into “2008 policies.” This new children-youths policy must be based on a core of social support for children and the cultivation of independence and civic responsibility in youth, concepts that should be applied from birth to adulthood. Nurturing, development, caring, education, labor, health, welfare policies and all other various policies relating to children and youths' daily lives must work in tandem in an open and participatory framework. A new identity of the children-youths policy should be sought - ‘Platform of Children-Youths Policy’ - for the fullest understanding and benefit of children and youths. This new children-youths policy must be reformulated in consideration of the Life-Cycle Approach of categories, systems, and developmental tasks.
