초록
Recently Information Communication Technology convergence such as mobile, cloud, and Internet of Things has deepened the life of ICT. These changes have enabled citizens in the digital age to gain opportunities in a variety of areas; however, in order to obtain these digital opportunities, the level of competence required of an individual has also increased, and the digital divide phenomenon Information Communication Technology convergence, which leads to social exclusion, has intensified.
 However, despite the widening of the digital divide, the domestic digital divide has been adopted as a major policy task. In order to alleviate digital instability and cope with social exclusion, it is necessary to develop a policy countermeasure to cultivate digital citizens who can participate in an active digital society and thus benefit from digital economic opportunities.
 In this paper, 'digital citizenship' is set as a policy direction to solve the digital divide, and elements of being a digital citizen including opportunity, capability, and normative fulfillment are considered to define the term. And we intend to present the direction of the digital divide policy.
