초록
North Korean exchanges by local governments is now 10 years welcome. At the early stage, Jeju-do, Kangwon-Do and the Kyonggi-Do have had the leadership in interchanging with the North Korea. But now almost all wide-area governments are getting into North Korea exchange programs. Even a few basic local governments propel to exchange with North Korea in its own organization.
 However, as lots of local governments are involved in exchange programs with North Korea, a lot of side effects are exposed increasingly. For examples, because the local governments propel competitively in the exchange programs, many projects become to a one-time event. The selection of Korean businesses are causing the conflicts between local governments. But because of the some of problem in the course of the exchanging projects, we can not stop the exchange program. The continuity of the interchange between local government and North Korea helps to enhance the homogeneity and identity between the South and the North.
